When GAMS tries to open a put file for writing, and it cannot do so, it writes to a fallback file, e.g. put001.txt or similar. This way the run continues and the output is sent somewhere, at least, so you don't lose it completely. If GAMS sees that the fallback file put001.txt exists it does not overwrite it but instead moves on to put002.txt, etc. The fallback limit controls how many times it will create new names before it stops opening files and potentially filling up the disk.
Please investigate the initial cause of the error, i.e. why can the original put file
E:\REST\RE_SUBP2.TXT not be opened. For example, it could be locked somehow, or the directory
E:\rest may not exist.
