Since the software and the documentation changes with every release, it is a good idea to include the release number XX.Y.Z. A particular release has a publish date, which should be the date mentioned in the reference. The following references are based ob the GAMS 24.2.1 release that was published December 9, 2013. You can find the date in the GAMS Release Notes or by running ''​gams ?''​ or checking in the IDE Help->​About.
